In this article an analysis of social insurance in social infrastructure in Ukraine was made. The main problems of social maintenance were distinguished. Priorities goals for social insurance funds were set. The forecast results of consolidation social insurance funds was made. Development issues of current social insurance system were researched and the main problems of proposed reforms were found. Diagnostic of results for the modernizations of social sphere by the effectives criteria was held. Optimization options of the process of reforming the national system of social insurance were made.
