In the article had researched the theoretical basis, conditions and prerequisites for the formation of the national innovative system in a modern economy. Also had determined that the national innovative system is a set of related organizations and institutions which are engaged to the production and commercial implementation of the scientific knowledge and technology within national borders.Identified the problems which are constraining the revitalization of innovative activity in Kazakhstan.
